Free Hosting
FreeSpaces - I used this service when I was just starting out. I was pretty happy with this server. You get a starting limit of 100MB of storage and 1000MB of monthy bandwidth, but if you need more you only have to ask, and they increase it for you. The best part is there are no annoying pop-ups! Just a small link to the right of the page.
Envy.nu - Another hosting service I have used before. You get 100MB of storage and 40MB of daily bandwidth. The only problem with this service is you either have to deal with an ugly banner on the top of your page, or a pop-up ad. I suppose most people have pop-up blockers anyway, but it can get pretty annoying if you don't.
FreeWebs - A very popular service that I've also used before. You get 100MB of storage, and they offer a lot of extras including guestbooks and chat rooms. The best thing about this service is no pop-ups or banner ads. Instead there is just a small line of text at the bottom of the page reading "hosted for free at FreeWebs" or something along those lines.

Paid Hosting
E-Starr - Where my sites are currently hosted. I'm very happy with this service. They have a variety of plans available to suit different needs and budgets, ranging from $60/year (200Mb storage, 8000MB monthly bandwidth) to $120/year (800MB storage, 20000MB monthly bandwidth). And if you decide to pay yearly, they will also offer free domain registration. But I would have to say the best thing about this service is the customer support. They are incredibly helpful and quick to respond to problems.
